SADC Cross Border Referral System (CBRS)

Summary

The SADC Secretariat, through the TIMS Project, developed the Cross-Border Referral System (CBRS) to enhance tuberculosis (TB) management among mobile populations, particularly in the mining sector across 16 member states.

The system facilitates patient tracking, secure medical record storage, and seamless referrals using cloud-based and biometric technologies. However, challenges related to scalability, flexibility, data management, and reporting have emerged.

To address these, the University of Dar es Salaam’s Department of Computer Science and Engineering has been contracted to redesign and enhance the system with modern technologies. This initiative strengthens regional healthcare infrastructure, supports universal health coverage, and improves cross-border disease management within the SADC region.

Impact & Output

Output:

  • Development of CBRS System: A web-based Cross-Border Referral System (CBRS) created to track and manage TB patients across 16 SADC member states.
  • Cloud-Based Medical Records: Patient records are stored in the cloud, ensuring accessibility at any medical facility with internet access.
  • Biometric Identification: The system includes biometric technology for secure patient identification.
  • Improved TB Management: The system facilitates seamless patient referral processes and provides detailed notifications and reporting

Impact:

  • Improved Healthcare Access: The CBRS system enables better tracking and management of TB patients, particularly for mobile mining workers, ensuring continuity of care across borders.
  • Strengthened Regional Health Monitoring: The implementation of a Regional Health Information System allows for better data-driven decision-making on TB interventions.
  • Advancement of Universal Health Coverage: The project supports SADC’s goal of ensuring access to essential healthcare services, aligning with global health priorities.
  • Enhanced Digital Health Infrastructure: By redesigning the system with modern technologies, scalability and efficiency will improve, fostering a more robust healthcare IT framework in the region.
  • Cross-Border Health Coordination: The project enhances collaboration between member states in tracking and managing infectious diseases.
