Lilian Mkonyi

Bio

Ms. Lilian Mkonyi is an Assistant Lecturer in the Department of Computer Science and Engineering at the University of Dar es Salaam (UDSM). She holds a MSc in Information and Communication Science and Engineering from the Nelson Mandela African Institution of Science and Technology (NM-AIST), and a Bachelor of Science in Computer Science from UDSM.

Since 2016, Ms. Mkonyi has been actively involved with the UDSM DHIS2 Lab as a Senior Information Systems Analyst. In this role, she has contributed to the design, analysis, testing, and implementation of various digital health systems under the UDSM-DHIS2 project. Her work has been instrumental in enhancing data availability and usage at both national and subnational levels.

Ms. Mkonyi’s research interests include information systems and machine learning. She has co-authored publications focusing on the application of deep learning techniques for early identification of agricultural pests, such as Tuta absoluta in tomato plants.

Ms. Mkonyi has played a pivotal role in several high-impact DHIS2 implementations in collaboration with the Ministry of Health, contributing to the strengthening of data collection, analysis, and use for informed decision-making in the health sector. She has supported use cases ranging from surveillance systems to community health tracking, helping to ensure effective integration and capacity-building among health workers and stakeholders.

In addition to her technical contributions, Ms. Mkonyi has co-authored and contributed to publications and documentation related to digital health system deployment, data governance, and DHIS2 best practices. Her work has been featured in national reports and global knowledge-sharing platforms, reflecting the growing recognition of Tanzania’s DHIS2 success stories. She is also actively involved in training and mentorship programs, guiding professionals in digital health and public health informatics.

Beyond her academic and research endeavors, Ms. Mkonyi has been involved in initiatives aimed at strengthening health facility-level digitalization. She has worked on projects that empower health facilities with the capacity to self-report and analyze data using DHIS2, addressing challenges related to resource limitations and top-down data management approaches.

Ms. Mkonyi’s work exemplifies a commitment to leveraging technology to improve healthcare outcomes and build sustainable digital health infrastructures in Tanzania.
