Empowering Childhood Growth Through Data Innovation

Tanzania is taking a decisive step toward child-centred governance. The UDSM DHIS2 Lab is proud to announce the successful completion of a groundbreaking multisectoral ECD scorecard, aligned with the WHO Nurturing Care Framework.
As technical consultants, the UDSM DHIS2 Lab collaborated closely with the Ministry of Community Development, Gender, Women, and Special Groups (MCDGWSG) and a broad range of stakeholders to bring this scorecard to life. Our team guided the entire process, from selecting key indicators and integrating data from multiple source systems to configuring the final scorecard ready for deployment at the subnational level.

What the Lab delivered

  • Facilitated stakeholder engagement to identify and agree on key ECD indicators
  • Integrated data from health, social welfare, and civil registration source systems
  • Configured the multisectoral scorecard within the DHIS2 platform
  • Supported population data importation and organizational unit harmonization
  • Prepared the scorecard for subnational rollout across Tanzania

Validation workshop
A landmark validation workshop brought together government teams, technical experts, and key stakeholders to verify the scorecard before rollout. Participants reviewed imported population data, confirmed system integrations, and validated indicator definitions to ensure accuracy and consistency ahead of subnational deployment.

Dr Dorothy Gwajima,Minister for Community Development, Gender, Women, and Special Groups—attended the validation workshop, underscoring the national significance of this initiative.

Way forward

The scorecard is now set for subnational rollout, placing timely and reliable ECD data directly in the hands of local decision-makers. Finalising population data access will unlock denominator-based analytics, allowing leaders to target interventions by coverage and equity—ensuring every child from birth to age eight is visible in national data systems and prioritised in planning and resource allocation across Tanzania.
