Following the initial requirements-gathering workshops—where stakeholders aligned on core placement challenges, governance expectations, and desired outcomes—the focus deliberately shifted to operationalising those agreements.

The subsequent phase translated validated requirements into structured system logic, ensuring that policy intent and user needs were embedded into a coherent data and governance framework.

This transition marked a critical maturation point: moving from consensus on “what” the system must achieve to formalising “how” it will function at scale.

By grounding data structures and decision rules in the previously agreed requirements, the process preserved institutional alignment while reinforcing transparency, consistency, and accountability in line with global practicum-governance principles.

Together, these phases demonstrate a disciplined progression—from inclusive requirement definition to implementation-ready modelling—positioning the national placement framework for scalable deployment and long-term alignment with international best practice.
